HSE Reviews of Key Safety Regulations Signal Change Ahead

The HSE is undertaking a formal review of several long-standing health and safety regulations, with consultations on potential amendments expected during 2026. Notably, both the Lifting Operations and Lifting Equipment Regulations (LOLER) and the Pressure Systems Safety Regulations (PSSR) are within scope.

The regulator is actively seeking evidence on administrative requirements that do not clearly contribute to risk reduction, as well as areas where existing regulations may no longer reflect current industry practice. Attention is being given to inspection intervals, documentation and record-keeping expectations, and the growing role of digital monitoring and condition-based maintenance as alternatives to traditional periodic checks.

For organisations that operate significant lifting equipment or pressure systems, this review introduces both opportunity and uncertainty. A reduction in administrative burden would be welcomed by many duty holders; however, any regulatory change will necessitate careful updates to internal procedures, competence frameworks, and assurance processes. Transitional arrangements and clear governance will be essential to maintain compliance during any period of regulatory change.

Alongside these reviews, fire safety requirements are also evolving. The introduction of BS 5839-1:2025 places new obligations on non-domestic premises to align fire alarm systems with updated technical standards. This will have direct implications for fire risk assessments and may drive the need for system upgrades across commercial and industrial estates.
